Its busybox includes mkfs.minix.
Otherwise, you can compile your own.
I recommend the uclibc toolchain for that
(see the HOWTO in my previous mail).
Alternatively, you can NFS-mount a debian installation.
Or you can download a ext2 image to your wince-formatted vfat
and mount -o loop it.
