[LTP] [PATCH v2 1/2] shell: Extend timeout tests

- Add test, that verifies, that the timeout is working as expected.
- Add test case to check if there are processes left,
  after a test finished without running into a timeout.
- Add execution of timeout03.sh and verification of return code.
