I suspect what happened here is that the atime got updated to a fine-
grained value (possibly at create time), and then later got updated with
an earlier, coarse-grained value.
Probably we can just fix this by being more careful not to update unless
the new atime is later than the older one. I'll see if I can reproduce
it and come up with a fix.
