e dopo il comando "touch pippo pluto" non mi torna che ci sia una
differenza di 4 minuti nell'orario tra i due file, bug dell'originale?

segnalo solo qui che hai lasciato "Oct", forse hai ragione, non
conosco il contesto di questa frase, ma mi aspetterei di vedere gli
esempi di una localizzazione italiana (più avanti c'è un paragrafo che
mostra la differenza tra LANG=it_IT.UTF-8 e LANG=C quindi può darsi
che questo esempio corrisponda volutamente a LANG=C)

credo che "static" si riferisca a "configuration", quindi
"La configurazione statica di base del file system è fornita da...", oppure
"La configurazione base del file system è fornita staticamente da..."
