Non-pro HD cameras are affordable and provide data with enough quality to be processed by Python Photogrammetry Toolbox (PPT):

But movie files can't be directly used by the software. You need to extract only the necessary movie frames, that are basically digital photos taken with a digital camera, and submit then to PPT. Is also necessary that the software don't eliminate the EXIF data present in every frame.

mencoder or ffmpeg are text mode programs that can be used to do this. They can extract only the necessary frames, from a established frame interval valor (i.e. only frames from 1 second interval), but I don't know if they preserve EXIF data.
