secondo me e' vero solo per alcune schede... dato che le opzioni della sezione 
"Device" dovrebbero essere date dal driver usato.
Per esempio l'opzione che dici tu esiste solo nel driver "sis" (vedi man sis):
Option "FastVram" "boolean"
              Enable or disable FastVram mode.  Default: on.

Quindi e' inutile attivarla... almeno con XFree 4.2.0
