It also prevents an RPM from being created by a regular non-root user (using
the BuildRoot mechanism).  RedHat's philosophy seems to be moving towards
(if it hasn't already reached) making all packages BuildRoot.  This reduces
the security risk in building packages and makes it more flexible.
