The "previous" behaviour was to have output documentation in the
tarball but not in CVS.  "make clean" didn't remove docs, I think,
while "make cleanest" did.

When I began shipping gpm, years ago, I didn't distribute compiled
code.  Then a lot of users complained about errors when trying to
"make" from source, since they didn't have TeX installed.  I think
several people is going to hack mice.c, even people with no TeX
installed.  Actually, several more know C than TeX. On the other
hand, who uses CVS is more knowledgeable, on average.

My vote is for going the old way, FWIW.
