Actually, most platforms use physical addresses on /dev/mem.
Never tried to add 3G, but it doesn't make that much sense to me. The 0xc
addresses are virtual ones, they have a real (and different) meaning
as virtual addresses.

Still, both the 720 and the ARM device I'm running now Oops at address 0
of /dev/mem.
