I am making this contact with you based on trust and confidence I have that you can be 
of assistance to me in this tansaction irrespective of the fact that we have not met before
 and because of the nature of the business I am about to introduce to you, I want to remain

This business proposal I wish to intimate you with is of mutual benefit and it's success is

 I am the Chairman of the contract Advisory Committee (CAC) of the Nigerian Federa
l Ministry of Works and Housing (FMWH) where I work. I am seeking your assistance
 to enable me transfer the sum of USD$7,800,000.00 (Seven million eight hundred 
thousand United States Dollars) into your private/company account. The fund came
 about as a result of a contract awarded and executed on behalf of my Ministry, the
 Federal Ministry of Works and Housing. 
The contract was supposed to be awarded to two foreign contractors to the tune of
 US$65,000,000.00 (sixty five million United States dollars). 
But in the course of negotiation, the contract was awarded to a South African  contractor
 at a cost of US$57,200,000.00 (fifty seven  million two hunderd thousand  United States dollars) to my benefit unknown to the contractor. 
This contract has been satisfactorily executed and inspected as the South African firm is presently securing payment from my Ministry, where I am the  Director in-charge of all foreign contract payment approval. 
As a civil servant still in active government service, I am forbidden by  the Nigerian law to operate an account outside the shores of Nigeria while still in service. 
Hence,this message to you seeking your assistance so as to enable me present you or your company along side the South African contractor, to enable me transfer the difference of US$7,800,000.00 (Seven million eight hundred thousand United States dollars) into your  provided account.
Needless to say, the trust reposed on you at this is enormous, in return, I have agreed to offer you 20% of the transferred sum, while 10% shall be set aside for incidental expenses (internal and external) between both parties in the course of the transaction you will be mandated to remit the balance to other accounts in due course
All logistics are in place and all modalities worked out for a smooth actualization of this transaction within the next few working days of commencement.
