[LTP] [PATCH v8 5/7] lib6/asapi_06.c: Cleanup

* Add 'static' before some functions and global variables.
* Remove cleanup().
* Remove useless comments.
* Use SAFE_XXX().
* Remove unused variables.
* Modify the format of sotab[] and cmtab[].
* Modify the initialization of sotab[].
* Remove IPV6_PKTINFO test. IPV6_PKTINFO is only implemented
  by setsockopt() not by getsockopt(). see:
  https://github.com/torvalds/linux/commit/b24a2516d10751d7ed5afb58420df25370c9dffb
* Some cleanup.
