[LTP] [PATCH v9 4/8] lib6/asapi_05.c: Cleanup

* Add 'static' before some functions and global variables.
* Remove cleanup().
* Remove useless comments.
* Use SAFE_XXX().
* Modify the format of etab[] and ftab[].
* Some cleanup.
