[LTP] [PATCH] runltp: change the default cmdfile to exec when exec runltp -N

when exec "runltp -N" and no command files were provided, the 
command file of "$LTPROOT/scenario_groups/network" should execute,
not the "$LTPROOT/scenario_groups/default".
