Support for KASLR on s390x was not introduced in a Fedora release
until crash-7.2.8-2.fc32 (or perhaps crash-7.2.7-3.el8 may work).

I say "may work" because there's never a guarantee that any version
of the crash utility will work with the most recent upstream/ARK
kernel. Since there is no released 5.6.0-rc4 ARK kernel available
in brewroot, I've not even been able to test that kernel version
with the most recent upstream crash sources.

In any case, it doesn't make sense to gate the ARK kernel on
the ability of the crash utility to run with it. The best you're
going to be able to do is to download and build the latest crash
sources from github. And again, even doing that won't necessarily
work, because any new kernel runs the risk of introducing something
new that breaks crash. So it shouldn't be a deal-breaker with
respect to the ARK kernel's CKI.
