[LTP] [PATCH 1/4] INSTALL: Update requirements

* mention pkgconf in both INSTALL and README.md (many distros migrated
from pkg-config to pkgconf)
* replace links to old versions to projects' homepage
* modernize text a bit
* remove CVS tag :)
