[LTP] [PATCH] syscalls/memmap: Update to new api and move to syscalls/mmap

1)move the only one mmap testcase from syscalls/memmap/mem03.c to
syscalls/mmap/mmap19.c
2)update to new api.
3)add mmap19 to runtest/syscall.
