[LTP] [PATCH 4/4] syscalls/utime03: Convert to new API

The original test looks up specific usernames which may not exist on some
systems. Use any non-root UID instead.

Also drop obsolete kernel version check for NFS and eliminate unnecessary
sleep() calls.
