[LTP] [PATCH v3] Refactoring setpgid03.c test using new LTP API

Removed TST_CHECKPOINT_INIT and replaced it with the .needs_checkpoints
LTP test feature. Simplified source code.

v3 has removed wait since it's handled by library and TST_EXP_FAIL is now used.
