statmount.h: add check for STATMOUNT_MNT_NS_ID

Enable check for STATMOUNT_MNT_NS_ID in kernel
headers. Define LTP_HAVE_STRUCT_STATMOUNT_MNT_NS_ID
for mnt_ns_id and mnt_id use cases.
