[LTP] [LTP PATCH 1/5] ftrace: Add common library for C implementation

Add ftrace_lib.c and ftrace_lib.h to provide common functionality
for ftrace tests in C. This library handles:

- Debugfs mounting and unmounting
- Ftrace settings save and restore
- Helper functions for reading/writing ftrace files
- Tracer management functions

This addresses issues found in shell version on newer kernels
by properly checking file existence and handling errors gracefully.
