[LTP] [PATCH] syscalls: ulimit01; Convert to the new library

Linux does not implement UL_GMEMLIM, UL_GDESLIM and UL_GSHMEMLIM so we
keep only the UL_GETFSIZE and UL_SETFSIZE.
