Dear Sir,
I am Dr. Williams Ahmandi the Project Director with
the Nigerian National Petroleum Corporation (NNPC).
I am contacting you confidentially for a very urgent
assistance in the transfer of $12.4Million USD into
a reliable bank account in your country for safe
keeping and possible investments. Though I am
meeting you for the first time through this medium
while nursing no doubts that you will be of
assistance to this project. Please I do not want you
to think otherwise as I mean no evil or to do
anything illegal with you or your company.
This money was as a result of over-invoicing from a
contract that was awarded by this ministry under my
department for the (CONSTRUCTION/LAYING OF 27KM OF
OIL PIPELINES, INSTALLATION OF TEN UNITS OF 861,000
LITERS TANK FOR REFINED OIL STORAGE, FLUSHING AND
DECONGESTION OF OIL PIPE IN PORT-HARCOURT REFINERY
ANNEX) on Contract Number "NNPC/PED-PH/318-X01 for
the sum of $36Million USD to German Contractor. The
actual contract sum was $23.6Million USD but due to
over invoicing the contract sum was raised to the
sum of $36Million USD. The contract has since been
executed and the contractor fully paid. i.e.
$23.6Milion USD thereby leaving the sum of
$12.4Million USD for me.
Haven thought of investing outside the shores of
Nigeria I decided to contact a foreigner as a
Partner and to assist in claiming the $12.4Million
USD as the beneficiary enabling the transfer into
his account for onward investment execution jointly.
I was able to get one and obtaining relevant
documents on his behalf was 100% successful. This
was because the Nigerian Civil Service Law prohibits
Civil Servants from owning an offshore account or
acquisition of such amount of money. The documents
includes the followings listed below:
(1) Payment Approval from the Nigerian National
Petroleum Corporation (NNPC).
(2). Foreign Exchange Recommendation/Application
from NNPC to the Federal Ministry of Finance (FMF)
and the Central Bank of Nigeria (CBN).
(3). Exchange Control Approval from the Federal
Ministry of Finance (FMF).
All documents above were obtained in the name ofmy
Partner/Beneficiary representing me while payment
was approved and ready for payment at the Central
Bank of Nigeria but suddenly my Partner/Beneficiary
died of Cardiac Arrest leaving no next of kin or any
relation who could act on his behalf.
It is as this result that I found it very necessary
to contact you to please act as the new
Beneficiary/Next of Kin to enable the immediate
transfer of this funds into the specified bank
account of yours for our both mutual benefit.
I am willing to compensate you with 15% of the total
funds setting aside 5% for expenses that might be
incured in the process of getting the funds
transfered to your bank account while investing with
the rest 80% in your country through your
assistance.
A Power of Attorney will be made out in your name
lawyer empowering you to act as new Beneficiary/Next
of Kin to my deceased partner while we shall also be
signing a legal instrument such as Partnership
Agreement to safe guard both of us in line of this
transaction. All other relevant documents to be
obtained will be disclosed to you as we proceed.
My good friend, if this proposal letter is okay to
you please kindly get back to me through the above
above e-mail address to enable me demand certain
information for the positive procedure of this
transaction. I want to also assure you that there is
no risk involved in this transaction as all
modalities as been properly perfected while a
Drug/Money Laundering clearance certificate will be
obtained evidencing that this money is free from
drugs and money laundering.
