[LTP] TODO list for LTP

I've updated the TODO list in git repository with up-to-date highlevel
description of task that I have in my mind (and deleted TODO on wiki).
There is likely much more but it's a good start.

Everybody feel free to bring up additional tasks that should be taken
care of so that I can add them there.
