[LTP] [PATCH v2 1/2] libs/libltpnewipc: Add libnewmsgctl.c

Add libnewmsgctl.c into ltp new ipc libs, so the upcoming msgstress cleanup cases
can use doreader/dowirter functions such as old libmsgctl.c does.
