Non credo che sia stata rilasciata una versione, per cui devi procedere
a scaricarlo dal CVS di GNOME. Considera (vale anche come suggerimento
per i revisori) che si tratta di uno screen-reader per cui la traduzione
non serve per mostrare a schermo qualcosa, ma per leggere qualcosa di
non leggibile (segni di interpunzione e simili).

Per l'installazione il file README recita 

Building Orca requires the following to be installed:
        * Python version 2.2 or 2.3
        * pyorbit - Python bindings for ORBit2
        * pygtk - GTK+ Python bindings
        * gnome-python - Python bindings for various GNOME libraries
        * Recent version of at-spi
        * gnome-speech version 0.3.0 or greater
        * BRLTTY 3.5 for Braille support (note that Orca builds fine
          without BRLTTY installed, but Braille support will work)

Ovviamente poi non è detto che il tuo computer si metta a parlare. Il
modulo gnome-speech infatti si appoggia ad altre tecnologie (*),
fungendo da "ponte" per le applicazioni GNOME che necessitino di tali
funzionalità. Insomma sviluppo usando le API di gnome-speech e poi il
programma converte nel sistema di sintesi che è disponibile sul sistema.
Se c'è un sistema di sintesi.
