Mhhh, penso che il README sia abbastanza fuorviante: se hai un kernel 2.6 
(come immagini) /sys (che è un filesystem virtuale, analogamente a /proc e 
che è -semplificando- una rappresentazione di alcune strutture interne del 
kernel) dovrebbe essere montato automaticamente.
Del resto basta che verifichi se il 
file /sys/devices/system/cpu/cpu0/cpufreq/scaling_governor esiste.
Il resto viene gestito dai relativi moduli del kernel (non conosco powernowd, 
quindi non so se riesce a individuare automaticamente quello adatto per il 
tuo processore o devi inserirlo tu a mano in /etc/modules)
