Di solito sarebbe bene evitare che la frase cominci con il nome
dell'eseguibile.

Se sei ragionevolmente sicuro che questa frase possa avere la lettera
maiuscola all'inizio direi che è meglio scriverla come

"È necessario che w3c-markup-validator controlli che il server web sia
configurato in modo appropriato."

Anche qui come sopra
